Major Samir Rhukov: Spetnaz.
Major Rhukov was para-dropped into Malton 6 years ago along with a small team that he led named 'The Soul Bleed Project'. They were working in conjunction with SIS and an unnamed government official from Whitehall.
Their chopper was shot down over Malton shortly before they were due to drop by an unknown tango. Only Major Rhukov and a Father Brennan survived from the Project.
Major Rhukov and Father Brennan proceeded on course with their mission to locate the sole Test Subject that was already present in Malton before the quarantine was declared, 'Test Subject Alpha'. After years of searching the ruined city Major Rhukov finally located 'Test Subject Alpha' and has now appearing to initiate the first phases of the Soul Bleed Project.
Various Radio intercepts along with Radio transmissions have been picked up with the words Soul Bled Project or SBP in them, they are assumed to be linked to Major Rhukov & Father Brennan. MI5 has named these two individuals as high priority targets.
