Overview
The Soldiers are a loosely organised group, united more by their similarities than any structure. Their base of operations, chosen by the roll of a die, is the suburb of Barrville. Their targets are sometimes chosen in a similar fashion. The Soldiers can go months laying siege to a certain building, apparently at random, then completely lose interest and start on a completely new target. The Soldiers are interesting due to their unique beliefs and apparent moral apathy, which some would call undying loyalty.

Beliefs
The Soldiers worship a possibly mythical being called the Emperor. They believe that he is the pinnacle of human evolution, and that all should strive to be like him, and eliminate Heretics, Mutants and Xenos. The Soldiers brand all those who oppose them, do not believe in the Emperor, or do not join them as a "Heretic". All zombies save those in the Fallen are seen as dangerous Mutants or Xenos, who must be purged. The easiest way to get on a Soldier's bad side is to talk to them without reason, and the fastest way to earn their respect is to be willing to do anything to extend His will. However, Finest who are killed simply join the Fallen, and the Fallen are notoriously quick and eager to return from death and continue His work.
The Sects
The Soldiers have a centralised group of leaders, but beyond that any structure is rudimentary. They are divided into the Fallen and the Finest. The Finest are living soldiers, who purge the unclean, spread the Word of the Emperor and return Fallen to life when it is required. They also add diversity to his loyal servants. Allowing each to express their loyalty in their own way.
The Fallen
The Fallen are Soldiers who continue to serve even in death, returning to destroy heresy again and again. Their souls have been purified by the Emperor's light; their bodies however... Their souls are pure! All who claim otherwise shall be cleansed with the Holy Fire and wrath of the Emperor!

The Finest
The Soldiers only have four conventional ranks - Chosen, Brother, Brother-Sergeant and Brother-Captain. Chosen are the basic rank, the new recruits who have only just accepted the holy word of the Emperor and vowed to take up His work. They generally work in small groups, headed by a Chosen or Brother-Sergeant. Chosen are the elites of such groups. They have devoted their life and soul to Him and proved their undying loyalty in the heat of battle. They facilitate communication and co-ordination between squads and provide spiritual leadership. A Chosen, who has shown exceptional devotion and skill may sometimes be promoted to lead a squad. Brother-Sergeant's are the traditional commanders of the squads. They provide leadership, advice and bolster the morale of their subordinates. They also work closely with the Brother-Captains, helping chose targets and formulating what strategies the squads should use. Brother-Sergeants are required to be at the very least level twelve, and often switch between Fallen and Finest. Brother-Captains are the final conventional rank. There are never more than three and they act as the overall leaders of the Finest. They rarely switch between factions but sometimes may, in which case their position may be temporarily filled by a lucky Brother-Sergeant.
Other Sects
Two other sub sects have formed within the Soldiers. The first to arise was a small, strange, group calling themselves the Dead Poets. From what little information that the Brothers have been able to gather on them, they appear to be comprised of a small collection of humorous, artistically gifted followers who have set about to prove that even the Emperor can appreciate good art.
The Council Kleanup Crew (CKC) was the second. Their functions are as yet unclear and less is known about them than the so called Dead Poets. However, from what the Brothers can scrape together, they appear to be a former Malton Council work and cleaning crew that has turned their brooms to cleaning up the Heretic scum of Malton. They appear insane and extremely motivated in their work to clean Malton and it's buildings, sweeping everything and everyone aside to accomplish what work He has set them.
Allegiances
The Soldiers are a joint human and zombie group - even in death, they owe allegiance to the cause. They adhere to the Sacred Ground policy, as it venerates death (as do the Soldiers). Their Fallen-Brethren follow Salted Earth policy, ransacking NecroTech buildings and attacking telephone and radio buildings. However, all other polices are adhered to or broken semi-randomly. The most hateful question to a Soldier is "Why?". The SoI are generally open to alliance with those who can understand and accept the word of the Emperor. It does not have to be a perfect understanding and pledge of fealty, however, they have to swear to uphold His name.
