In defense of the suggestion's concept, I would point out that a nomadic lifestyle (used as an argument against this suggestion) does not preclude a high level of familiarity with the area being traversed, and likewise, guerilla warfare would similarly be supported by this concept, as such tactics often involve drawing the enemy into territory that the attackers are ill-suited for, but in which the defenders are extremely adept. Therefore, I don't think that it is unreasonable to expect that intimate, ongoing familiarity with a specific areas or regions would give some minor advantage not directly attributable to skill alone. I can think of any number of ways that a multi-tiered skill tree could achieve this (or even a combination of both passive and active game mechanics), but I imagine that they would all be quite taxing on the system, as the amount of data needing to be tracked and stored could become extensive.
