The Basics
The purpose of this policy is to change policies that expire without going to voting into "Archived" policies, rather than "Withdrawn" Policies. The qualitiative difference would be that these could be pulled straight out of the archive by the proposer- to go through 3 more days of discussion, and then be able to be proposed again.
Why is it necessary?
This policy is necessary because "Withdrawn" is misleading; Withdrawn sounds like it is exclusively for policies that are "withdrawn", not "expired." See the recent confusion about Akule's sysop cycling proposal, and see the many policies that have been put in there for further proof (listing pending.)
