Some call him a PKer, but he's just trying to get along in this world, same as everyone else. Congregating together in groups is what allows zombies to slaughter many people at once; a scattered, disparate group of survivors is much harder for them to pick apart. So, whether through persuasion or violence, Khilkhameth intends to teach people the benefits of the nomadic life in this zombie-infested wasteland.
His current unfortunate status as a zombie should not be taken as any sign of failure on the part of either him nor his philosophy. He is merely learning how the enemy thinks, through integration and subterfuge.
The fall of the Newbould PD has been his crowning achievement to date.
