Basically, take the Urban Warfare Doctrine, and multiply by a thousand, then fit it into a Trp rich 10x10 block.

Obviously this tactic needs massive survivor cooperation and coordination, but the tactic is rather simple.  Simply have as many survivors as possible fight their way to one suburb, then make it a base.

The force that keeps this kind of suburb alive, if a building, or even a group of buildings, is destroyed, simply clear the zeds, repair the building(s) and occupy it while the former defenders are revived.  For concentrated defense to be effective, several survivors should be active in the suburb at all times.
