When a character is "Maxed Out", it means that they have every skill currently available in the game.
Additionally, there is "Maxed Out Survivor", which is a player that has all the Survivor Skills, and "Maxed Out Zombie", a player that has all the Zombie Skills.
Most survivors who claim to be "Maxed Out" have not in fact purchased every skill, as few wish to face the challenge of playing a survivor with the skill brain rot.
