| :It's happening because a handful of folks are running around overbaricading everything. Because they have free running and don't care about anyone else. Anytime I find a building that's overbarricaded but has survivors in it, I announce the policy 'cade level, point out why (entry points, location, etc) and then take the baricades down to the right level with an axe.
