We have a page called Developing Suggestions, where you can post your suggestion first for community input before you decide to put it up for voting. The community will be able to help you determine if your suggestion is spam or not, as well as some other things, including, but not limited to, help and advice on improving your suggestion. The wiki hopes to see more of your suggestions in the near future.
