History

Research by The Children of time shows that Harkness Auto Repair was a front. It was founded and owned by time agent Captain Jack Harkness, an intergalactic con man who is the immortal leader of Torchwood Three. Harkness Auto Repair was set up as a surveillance point after Torchwood became suspicious that the secret organisation Necrotech was using alien technology to revive the dead. Jack became very "popular" in his suburb, bedding nearly every man and woman in Shackleton before returning to Cardiff. Immediately after his departure, Necrotech's revival program got loose on the streets of Malton, and the infection spread. The people of Malton renamed Protector Street Harkness Street , because they believed (correctly) that Jack was containing the infection.
