Joseph Kline, the mayor of Malton before the outbreak, was a somewhat eccentric figure. He was prone to nervous twitches at inoppurtune times, and was a poor public speaker. Despite these flaws, he continued to be elected time and time again.

His policies were nothing out of the ordinary. He was a rather ineffectual mayor, one of the only things he ever accomplished was an abject refusal to fix the overcrowding of cemetaries that had become an issue in early 2004.

Kline was often accused of being in the pocket of Necrotech, judging from his controversial pardon of Yvonne Johnson, the Necrotech's former CFO.

Kline disappeared shortly before the outbreak, and is currently presumed dead.
