Ketchelbank Barricade Plan

Description

This is a preliminary barricade plan for Ketchelbank, based on Cruzz's proposal here. It is intended to be in accordance with the revised Uniform Barricading Policy, with the following exceptions:

• Telfer NT and Russell NT are designated EHB (at least temporarily). Access by free-running from Riddell Way Fire Station. The Elephant House should stay VSB+2 as an entry point to the free-running lane into Richmond Hills.
• St. Mathias Church as the only RP in the suburb stays wide open. So do the Reptile House and the Aquarium as the undead zoo animals are living there.

Ongoing feedback to deal with the evolving situation and the needs of different groups is welcome, particularly from Ketchelbank residents; any reasonable suggestions made on the talk page here or in the brainstock discussion thread will be taken into account.
