Hi there, welcome to Ruddlebank. The OctoMilitia and OctoLegion are mostly in the area around the Selway building. Find yourself a VS+2 building to hole up in and sneak out now and again to snipe at the occasional zombie. You'll want to buy Free Running as your first skill to let you move around safely.
