1. Not a TRP, so no sensible way to spend AP inside the building but to barricade.
2. Surrounded by several high-profile TRPs (hospitals, NTs), so not likely to come under serious zombie attack before these TRPs haven't fallen, so making barricading it a less important task.
3. Wenlock is a pro-zombie, so he has little reason to hang around as a survivor.
4. Wenlock is with SFHNAS, so what is he doing outside of St. Fereoll's for prolonged time anyway?
