Just Some Noise about AP Consumption

Why is it that being told that you cannot use an item consumes an Action Point? I don't have a shotgun yet, and it's been a while since I've played this game so I wanted to see if there was any flavor text for clicking on a shotgun shell without one. Sadly, there was none, and it consumed my final point for the day.

In in-game terms my character pulled out a slug, looked at it intently and promptly fell asleep. And I know that I should be viewing it more as a game abstract -- but I like playing games. I like playing this game. A game that, in a very real sense, has a time limit each day you log in.
