The sysops don't need to be on there since you can get to them from the Main Page>Administration>List of Sysops.
Beyond that I think it should be listed alphabetically like Vandal Data. Users have to either add themselves or if you want a link to someone's page you add it.
I think if it gets too crowded then rules like name must be over X characters and user must have made an edit in the last X months or they get removed should be added. Permabanned vandals will be removed since they will be linked in VB/VD.
