Updating the news

Thank you for helping in updating the suburb news with External Military reports. However, when you update it, please use Malton time (the server time, GMT/UTC/BST, i.e. time of England) instead of your local time. All of your updates today was marked as September 22th even though it was September 23th BST. I know this is trivial, but let's keep thing consistent. Indeed. I only did it once before I realized there's handy automatic timestamps. :)
