Formed in early '08 to combat the growing zombie hoards in The Holy Land (AKA Brooksville, Holy Kickass Brooksville Republic, Red December) The pact was originally between the NNRC and The Spanish Inquistion. But hopes to include all groups stationed in Brooksville.
