...Within the first days of the enforcement of the Malton Quarantine Zone, illegal transactions have occurred between Military Personell stationed outside the MQZ and the Military Personell within the MQZ, who in turn, conducted unauthorized transactions with the civilian populace. These early transactions were conducted through digital means. Military Personell inside the Zone would search civilian households, corporate headquarters, and commercial businesses, looking for bank account details, credit and debit card PIN and would transmit these authorization codes on a secure military channel to their partners on the other side of the Wall.
After the information was confirmed as valid, members of the forces garrisoning the Quarantine Wall would arrange to have supplies air-dropped to the agreed upon location, using bribery, threats, and record-alterations to keep their activities hidden.

...As the use of helicopters for daily surveillance was authorized, the method of transactions became less reliant on digital transactions and remote drops became less frequent. Most of the bank accounts and PIN which surfaced after several years were either locked down or already empty. The Military Personell involved with the early transactions had lost most of their discipline, and had entered civilian-run militias and other unofficial organizations. There, they allowed civilians to become accomplices in this market, and in some cases, the civilians took over the MQZ-side of the transactions.
Unlike the early transactions, Helicopter Reconnaissance crews would arrange a location to hover over a moderately tall building, and personell equipped with biohazard suits would deposit crates filled with items ranging from basic necessities, to arms, to leisure items. In exchange, they would receive items of value which had been looted throughout the city. Confirmed contraband includes paper money and coinage, precious metals, precious stones, art pieces, Identification papers, clothing, and jewelry.
