Last night I gave what will perhaps be the most important order of my term. As of midnight, the city of Malton was placed under immediate and complete quarantine. The events of the past week have proven to me that we have yet again been the target of terrorist attacks. These attacks did not involve bombs or planes. They did not take place in one of the largest cities in the world... not in New York or London or Madrid. But, these are nevertheless the most serious attacks against the free world yet in recorded history.

This morning an entire city has been victimized by these attacks. The victims of this attack are soldiers, businessmen and doctors, mums and dads, friends and neighbors. Hundreds of thousands of lives are affected by these attacks; attacks which were biological in nature.

We do not yet have all the details of what has happened in Malton. We have seen the pictures from the press. Pictures of burning buildings, roving mobs, and tragic deaths. This images have filled us with disbelief, despair and anger. These attacks were designed to make us afraid. They want us to lose our strength and resolve. It is up to us to make these attacks fail in their goal. It is up to us to stand up to the terrorists, and to show them our strength.

We are a strong nation. This attack has brought one of our great cities to its knees, but it cannot defeat us as a nation.

As soon as I understood the seriousness of this situation, I declared a Bikini state of Critical and called in all available emergency defense forces. In addition, I have asked for help from our allies in NATO
