OSI: THE OFFICE OF SENSITIVE INTELLIGENCE
Originally formed in Tyler administration to deal with a downed alien craft in Tennessee, the Office of Sensitive Intelligence has a long and distinguished record of dealing with menaces to public safety that are beyond the scope of usual law enforcement and intelligence and military services.
Unfortunately, the Necrotech incident in Malton came at a time when the twin crises in Montana and the Java Sea had tested the limits of the agency’s manpower. It took months, a crucial amount of time, to move agents to Malton, and to infiltrate Necrotech, and replicate their research and methods.
PROTOCOL 13
The Office of Sensitive Intelligence operates always with Protocol 13 as a priority. Protocol 13 gives the Office and its agents great leeway in obtaining technology and techniques to enable the country and the human race to survive in a galactic setting. The Necrotech crisis in Malton has shown the Directorate new avenues of research which are being replicated and improved upon by our agents in the field and the lab.
In the interest of providing orderly revive service across Malton, all OSI personel shall follow and enforce the Designated Revive Point Policy. No killing at properly posted and recognized revive points. The rules regarding revive points works both ways. Zombies that attack revivers at revive points will be dealt with, living or dead, just as the Office deals with survivors that attempt to hunt at clearly marked and recognized revive point. Due to variable, often chaotic, field conditions, Office personel are encouraged to research those they revive at public revive points. There is no sacred ground where opponents of Protocol 13 is concerned, but otherwise Office of Sensitive Intelligence personel strive to respect properly marked revive points. If a survivor must be executed under the aegis of Protocol 13, A report should be filed on the discussion page with the victim's name, id number, and crime, so that other agents may mark that person as a potential danger.
Protocol 13 test subjects are taught early on respect for property, but the Necrotech revivication technique is not perfect and subjects, whether mortis or vitis, will go on violent wrecking rampages, ransacking buildings, destroying generators and radios. Such individuals are unstable and may become a danger to our attempts to stabilize the infrastructure.

Office of Sensitive Intelligence agents support the Centers of Learning Policy and acknowledges that all Libraries, Schools, Zoos, and Museums in the city of Malton are considered safe places. No survivor in one of these locations may be killed for any reason unless that survivor is an acknowledged enemy of the O.S.I.

In order to protect our heritage, Protocol 13 instructs agents to support the Fine Art of Malton Movement & acknowledge that all Museums are PK ceasefire zones, heal points, and are to be a barricading priority. Recent reports of museum looting are currently not in this agency's jurisdiction, and any such activity observed by O.S.I. agents should be handled on a case by case basis. It is possible the only way to protect many such treasures in the current emergency is to get them into the hands of private citizens. The director and staff will be monitoring local policing policies in this regard.

Physical fitness and weapons trainings and tactics are a necessary part of continued mission viability, so O.S.I. agents are encouraged to take advantage of the Gladiatorial Arena Policy and to acknowledge that all stadiums in Malton are gladiatorial areas, in which the killing of another survivor is not a crime and therefore not punishable in any way.

REVIVE PRIORITY POLICY
All agents and Protocol 13 test subjects should display the appropriate tag on their equipment. This facilitates a logical and even blanket of support for all aspects of the OSI mission in Malton.
Policy on reviving non-agency personnel is open. Let each agent’s conscience be his or her guide. The Office of Sensitive Intelligence currently offers voluntary non-binding operational support (VNOS).
