The Penny Heights Resistance Forces are survivors in the Penny Heights region. They are a large group of anarchists, mercs, and freedom fighters. Their group structure is non-existant, they have no true leader or military system. Everything is built and surround the Joachim mall which has been a fortress for all humanity to thrive.

Though they lack an offical system, they are basically democratic when making decisions to make alliances. The PHRF also has several outposts around the mall, including the Deacon PD, surrounding fire stations and schools.

Their Main Goal is the protection of Joachim Mall, and the prizes inside! Haven for humanity, and mercs and guns for hire.

Recruitment, Ranks, and Envoys

Recruitment is simple, all one has to do to become a PHRF member is be in the Penny Heights area and declare yourself a member. Recruitment starts when you begin to patrol and protect the area.

To become an envoy is simple, volunteer to be one. Missions vary between making alliance runs to and from regions, and aiding with military, medical support.

Soldiers can be hired in Joachim Mall, Medics always on call.

Leaders are not wanted or needed. If you need to talk to a someone about alliances, then you would have to send envoy (with free-running) to Joachim Mall and talk to everyone there 3 or 4 times. Even then every will nod their head, and carry on. Laws don't mean much here.

Policies, Region, and Borders of Control

PHRF is a wild card when it comes to aiding and declaring war. They are very flexible on loyalty and can be fickle when things do not go their way. Generally never proned to attacking other human beings, they can attack others as a form of enforcing justice in the region.

Demanding loyalty is frowned upon, and pledges mean nothing here.

Heavy Baracades line on the Joachim Mall boundries, all building surrounding the Mall are PHRF property. All Zeds roaming along in a 2 building district will be shot, killed, and then subjected to humilation.

PHRF Tags:

PHRF Boundary tags are usaully erotic, or perverse in nature. After killing a Zed, a PHFR will usually draw genitals of the faces of their dead zombie victims, as a call sign.

Benefits and Communications

Benefits include the mall (provided you have free-running), and no one pushing you around. A true group of anarchists. Free Medical, ammo, protection but giving something back to community is expected.

Envoys

Though envoys have no power, they are servants to the general public that occupy the area. Their jobs are to help carry out the wishs of the masses, by running diplomatic missions, roundup volunteers for operations, and help deliver whatever the masses need. They have no say in decision making. There can be many envoys, but it is a lackluster job with no thanks.

To become envoy means having to deal with more problems than what you have, solving others problem without regaurd to your own safety. The majority of envoys would be medics, and rescue operatives.

Do not expect any political power, envoys have none. They hardly have respect. Though they can lead small groups of military personel, but only for protection purposes.

History

• January 29th, 2006 - A Pact made between Pennville and Penny Heights has been made. Exchange and/or rotation of troops can be made with protection, thanks to Joachim mall military posts along the area. Similar pacts have been made to Fryerbank and Houldenbank, no response from those regions yet.

• January 18th, 2006 - PHRF was formed when the breakdown of several factions by invasion forces took Joachim Mall. The remainer of the survivors retook the mall, and declared that all Zeds in the area shall be killed without mercy. Anarchists, looters, raiders, and mercs retook the mall without the guidance of a system or a leader. Since then PHFR remained that way.

Future

Though leadership has not been established, doesn't mean the anarchist group could change into an actual group with a system.
