Soldier
If just starting out and intending to become a Soldier in the RKKA, I would recommend Firefighters, Cops, and Privates in that order. Please note that this list is entirely my suggestion, and that I myself have not followed my path very closely. Skills should be taken based upon circumstance - if you are nowhere near a mall and unlikely to be anytime soon, it makes little sense to take Shopping over a skill of more immediate use. Similarly, if the RKKA is under attack, you may need to take combat or medical skills sooner than this list might suggest.
Soldiers are advised to dress primarily in shades of brown and green so that others may identify them as Soldiers of the RKKA.

* This does not mean start as a zombie and take these skills; rather, these are zombie skills useful to survivors. Thus, if you find yourself dead and ready to level, these skills are suggested in this order.
Medic
If just starting out and intending to become a Medic in the RKKA, I would recommend NecroTech Lab Assistant, Doctor, and Medic in that order.
Medics are advised to dress primarily in shades of red so that others may identify them as Medics of the RKKA.
