I've consolidated the three main barricading policies into one subsection of the barricades page, and there are good links from there to the pages describing the three policies. This page said little that wasn't already on the other two Optimal Defense Diagram pages. I also rewrote the description of the Optimal Defence Plan so that it sounded more appealing to potential supporting suburbs.
