Barricading policy

East Becktown is currently safe, which means this building can (and should) be actively used as a Rot Revive clinic.
This means it ideally needs to be unbarricaded, and have a fueled generator installed to allow for rot revives.

Nearby buildings will serve as safehouses and sources of medical supplies.
