This location qualifies as a Center of Learning & is considered a neutral zone for all the supporters of this policy. According to the policy, libraries, schools, zoos, and museums in the city of Malton are considered safe places. No survivor in one of these locations may be killed for any reason unless that survivor is a specified enemy.

Description

The Higgdon Museum is a Puppet museum located in the suburb of Rhodenbank. The museum was opened by Charles Higgdon in 1955 in order to show off his sizeable collection to the public, as Higgdon was well known for rubbing his good fortune in the faces of "lesser" people. When he realized that few poor people ever had the chance to actually witness all his wealth Higgdon had the museum commissioned and built so he could do just that. Newspapers of the day, including the Daily Malton, often reported on Higgdon's antics at his museum, as he often taunted and ridiculed visitors. This continued until 1978 when, while scaling a large marble pillar and yelling to everyone about how lucky he was to be rich, the pillar managed to become dislodged from its support and fell over, crushing Higgdon to death. Bystanders reported that more than a few patrons clapped and cheered at this unfortunate turn of events.

In the years that followed the museum stayed open as Higgdon's collection was disputed over by his many heirs. While this went on the gallery continued to serve as a major — if not the major — influence for art in east Malton since its opening, and more so after Higgdon's untimely demise. Many artists shown at the gallery were unknown, not only to the general public, but also to the commercial art world as well. It was their shows at the gallery that once provided them a springboard to launch their careers. Of course these days the collection has remained as it was on the day of the "Malton Incident", with the execption of those pieces that survivors have helped themselves to every now and then.

Barricade Policy

In accordance with the Rhodenbank Civil Defense Corps barricade plan the location should be Extremely Heavily barricaded at all times. The true purpose of this building is to serve as a heavily fortified shelter for Malton's veteran survivors.
