The Problem

The vandal escalation has changed, yet many users still are still permanently banned for their actions before the change.

The Policy

Effectively, this policy is changing the no backtracking section of the previous guideline change, to have the same benefit as current users are awarded.

Permanently Banned Users

Permanently banned users (which were banned before the change in escalations) will receive a unban vote from the sysop team. The guidelines for this vote are just like the permaban vote found here, but it requires a minimum of 75% of the sysop team to agree that the user can be unbanned.

The idea is that they get the benefit of a decision from the trusted users, just like it states under the fifth ban guideline, in order to see if the permaban is justified in their case or not.
