===Paul Stein=== (Level 28 Civilian)

Before the zombie outbreak, Paul Stein was a police officer in the Halberry Boulevard Precinct in Pitneybank. Once the crisis started, he tried to survive in a shelter for a few months and await assistance from the outside. Once it was apparent that help would not come soon, however, he struck out on his own to help out where he could.

For a while, he tried to operate as a police officer in the eastern part of the city, but he soon realized that with the city government in shambles, he would need to join one of the new political groups if he wanted to do his job properly.

As a consequence, he recently moved to Tollyton, where he joined Paradox and was quickly named leader of the Grafschaft Winward in Tollyton. Currently, he is based in Keys Cinema [61, 67], from where he keeps an eye on the surrounding city blocks.

===Dr John Nielsen=== (Level 10 Scientist)

Dr John Nielsen was a young doctor, fresh out of medical school and assigned to his first post, when the disease broke out and the hospitals were overwhelmed with living dead and the desperate living. He had to flee the hospital where he was working, and eventually ended up in Dunell Hills, where he now makes rounds of the suburb's hospitals and buildings.

Concerned with the breakdown of official healthcare, he'd like to do his part in reestablishing the Malton Hospitals. For the moment, however, he has his hands full with treating the locals.

===Astergus=== (Level 18 Zombie)

No one knows who the zombie known as Astergus was before his death, and he himself is not available for comment. He has been revived a few times, and on those occasions, he has usually made his way to a local hospital, where he has shown some skill at medicine. Eventually, he has always ended up among the zombies once more, though.

He was last seen in the suburb Randallbank, making his way north.

Malton Hospitals

I've started up the Malton Hospitals page, since I thought that the third large civic service should have one of its own.
