Ok, I did not say that this skill would allow Brain Rotted zombies to be revived. I said that this skill would allow zombies who have no brain whatsoever to be revived and have their brain miraculously grow back, when a zombie with a little rot in his brain can't be revived at all except in a running NecroTech building.
