Death

You are theoretically right. If all players with the ability to revive were killed then revives would be impossible until one of the following two events happened:

• Someone 'reactivated' an idled character with the necessary skills (characters that haven't been logged into for 5 days go 'dormant' and disappear from the game map so they can't be attacked).

or

• Someone creates a new character and levels them up to the point where they can revive.
