This is possibly the most stupid thing that has occured in the entire game up to this point.
First of all, three quarters of the mall inhabitants did not even hear you announcing your little scheme because of the new speaking rules.
Secondly, did you know that there's a little thing called 'roleplaying'? A survivor would not run around shooting random people just because there is a doctor nearby.
And finally, if you want XP so badly, go revive or hunt some Zombies. You'll gain more points that way without annoying everyone (or at least every human) around you.
If you HAVE to shoot at survivors, use a 'white list': Let everyone who's ok with being shot at sing it.
