As I said, this isn't game changing. There are only 4 stadiums and giving them a modest FAK search rate won't turn any tide. After disasters, such as New Orleans' hurricane Katrina, stadiums are often used to house refugees displaced from their homes. Medical supplies are flown in to take care of the larger number of victims.
I propose that at the beginning of the outbreak the stadiums were briefly used for this purpose, and a large number of first-aid kits flown in. Leftover FAKs are still there.
