This guide is written to help those in the group who are either inexperienced or brand new to bounty hunting, as a result it will more likely than not be of little use to those who have been making claims for awhile. Now that I've explained that lets get down to business:
Bounty Hunting: An overview
Bounty Hunters are defined by the Urban Dead wiki as follows,

Bounty Hunters are a generally well-received variant of PKers that endeavor to only attack other PKers. Unlike those players who might PK directly revenge against someone who killed them, Bounty Hunters will often attack players with whom they have had no previous interaction, based on well-documented proof that the individual PKed someone else.
Simply put as a bounty hunter your task is to kill the killers and stay alive afterwords. Being a bounty hunter puts a big bulls-eye on you, so that second part is typically the more difficult half, especially in places with many PKers such as Pitneybank or Yagoton.
Required Skills: Basic Firearms Training Pistol Training Shotgun Training Free Running Diagnosis Hand to Hand Combat Axe Proficiency To be effective as a bounty hunter the above skills are the bare minimum you can really get away with. There is no melee weapon which is likely to finish off a PKer that has body building and even if your target isn't at full health these weapons are inefficient. Firearms will always be your primary weapon, shotguns for quick damage and pistols to finish the job; however, ammo runs out. That is where Free Running, Hand to Hand Combat and Axe Proficiency come into play.
If you need ammo, the best place to look is usually going to be a mall but these are never barricaded low enough for entry. If you were smart you would have bought free running early, so it shouldn't be a concern. The other two make it at least somewhat likely that you can finish off a nearly dead PKer in the event that you run out of ammo partway through making a claim. Diagnosis is vital for the very simple reason that it allows you to see the remaining HP of your target before you try to make the claim.
Recommended Skills: Advanced Pistol Training Advanced Shotgun Training Shopping Bargain Hunting First Aid Body Building Lurching Gait Ankle Grab The above skills are not required to be effective, but they are a huge help in every respect. Advanced Pistol and Shotgun Training further increase your accuracy so you waste less ammo, shopping and bargain hunting drastically increase the likelihood of your finding ammo and first aid kits, first aid and body building improve your likelihood of surviving, and lurching gait and ankle grab greatly reduce your AP use when looking for a revive.
The choice on which you want to purchase first is up to you, but my recommendation is that you buy shopping and bargain hunting first, then lurching gait and ankle grab followed by advanced pistol training and the rest.
Equipment: 2x Shotguns (2 rounds): 12% encumbrance 4x Shotgun Shells: 8% encumbrance 5x Pistols (6 rounds): 20% encumbrance 5x Pistol Clips: 10% encumbrance 1x Fire Axe: 6% encumbrance 1x Flak Jacket: 2% encumbrance 1x First Aid Kit: 2% encumbrance
Total: 60% encumbrance
Above is my recommendation for items and equipment, but why does it only add up to 60% encumbrance? The reason is this; the list consists makes up a basic inventory of things that you will need to survive and thrive as a bounty hunter. People may design the ideal inventory all they want, the reality is that it will rarely turn up in game.
The above listing provides enough ammo to claim a few PKers without restocking; additionally, it provides a means to heal an infection quickly and makes PKers use more ammo to kill you. Lastly, it gives you a backup plan if you run out of ammo.
Maybe zombies aren't a concern for you? Stock up on more ammo, you'll be able to claim PKers more quickly and in greater numbers at a time. Perhaps you are also healing/reviving other players? Stock up on FAKs and syringes and you won't have to stop by an NT for a long time to come. That is the main strength of this inventory, it provides a baseline while giving you options based upon your needs at the time.
