Clayton Bulwer is the head of a secret organization that stems back to the 1850s. When the zombie plauge first hit Malton, Clayton Bulwer saw it as a sign from God that the end was near and that vengence for the failed Clayton-Bulwer Treaty was at hand.

But, alas, it seems no one fears zombies. At all. So he, and the rest of the secretive Clayton Bulwer gang, has taken it upon themselves to kill other humans without rhyme or reason until zombies are feared throughout Malton once again. Once humans fear to have their brains eaten he will stop PKing.
