What is a Diary
In Urban Dead, Video Diaries were released as part of the Monroeville update[1] as a sort of easter egg hunt in which various users scattered throughout Monroeville used the item Video Camera to take footage of various things of interest in the city.
What is a Video Camera
Video Cameras are limited edition items that can only be found in the city of Monroeville[2], they are essentially a stop and click item, when a player clicks the item in their inventory the character will automatically seek out any interesting items or events in the same block and record it, in picture form, in their personal video diary
More information can be found at Video Camera

To begin, you should find a video camera, and click its button in your inventory to start filming."
