Extinction Alliance Treaty (EAT)
Malton, 27th April 2007
The Signatories to this Extinction Alliance Treaty (EAT) reaffirm their faith in the purposes and principles of the Salt The Land Policy in conformity with the Salt The Land Alliance and desire only to rest in peace with all inhabitants and all organized groups within a United Suburbs of Malton.
They are determined to safeguard the freedom and diversity of all Malton Zombies and Harmanz, founded on the Zombiecratic principles of democracy, individual liberty and the rule of Zombie Law and Order.
They seek to promote stability and non-being in Malton through the establishment and collective defense of a city-wide Extinction Zone.
They are resolved to unite their efforts for collective defence and for the preservation of Zombie Law and Order in working towards the ultimate goal of the extinction of revival in Malton.
They therefore agree to this Extinction Alliance Treaty:
ARTICLE 1
The Parties undertake to settle any internal Alliance dispute in which they may be involved by peaceful means in such a manner that Extinction Alliance security and justice are not endangered, and to refrain in their Alliance relations with one another from the threat or use of force in any manner inconsistent with the purposes of the Zombiecratic Charter of the United Suburbs of Malton.
ARTICLE 2
The Parties will contribute toward the further development of the Extinction Alliance by strengthening their recruitment efforts, by bringing about a better understanding of the principles of Salt The Land upon which the Extinction Alliance is founded, and by promoting conditions of stability and non-being throughout the United Suburbs of Malton. They will seek to eliminate conflict amongst themselves and will encourage EAT collaboration between any and all of Malton's inhabitants whether Parties to the Alliance or not.
ARTICLE 3
In order more effectively to achieve the objectives of this EAT Treaty, the Parties, separately and jointly, by means of continuous and effective self-help and mutual aid, will maintain and develop their individual and collective capacity to resist armed attack.
ARTICLE 4
The Parties will consult together whenever, in the opinion of any of them, the territorial integrity, political independence or security of any of the Parties is threatened.
ARTICLE 5
The Parties agree that an armed attack against one or more of them in any part of Malton shall be considered an attack against them all, and consequently they agree that, if such an armed attack occurs, each of them, in exercise of the right of individual or collective selfdefence recognised by Article 51 of the Zombiecratic Charter, will assist the Party or Parties so attacked by taking forthwith, individually, and in concert with the other Parties, such action as it deems necessary, including the use of armed force, to restore and maintain the security of the United Suburbs of Malton.
Any such armed attack and all measures taken as a result thereof shall immediately be reported to the EAT Security Council. Such measures shall be terminated when the EAT Security Council has taken the measures necessary to restore and maintain Zombie Law and Order in Malton.
ARTICLE 6
For the purpose of Article 5, an armed attack on one or more of the Parties is deemed to include any aggression on the declared territory, on the forces, buildings, resources or forums of any of the Parties in any suburb of Malton.
ARTICLE 7
The Treaty does not effect, and shall not be interpreted as affecting, in any way the rights and obligations under the Zombiecratic Charter of the Parties which are members of the United Suburbs of Malton, or the primary responsibility of the EAT Security Council for the maintenance of Zombie Law and Order within Malton.
ARTICLE 8
Each Party declares that none of the Malton-wide engagements now in force between it and any other of the Parties or any non-Allied group is in conflict with the provisions of this EAT Treaty, and undertakes not to enter into any Malton-wide engagement in conflict with this EAT Treaty.
ARTICLE 9
The Parties hereby establish the EAT Security Council, on which each of them shall be represented by their freely chosen EAT Leader to consider matters concerning the implementation of this Treaty. The EAT Security Council shall be so organised as to be able to meet promptly at any time. The EAT Security Council shall set up such subsidiary bodies as may be necessary; in particular it shall establish immediately a defence committee which shall recommend measures for the implementation of Articles 3 and 5.
ARTICLE 10
The Parties may, by unanimous agreement, invite any other Malton Group in a position to further the principles of this EAT Treaty and to contribute to the security of the United Suburbs of Malton to accede to this EAT Treaty. Any Group so invited may become a party to the EAT Treaty by signing below.
ARTICLE 11
The Parties shall, if any of them so requests, consult together for the purpose of reviewing the EAT Treaty, having regard for the factors then affecting Zombie Law and Order in the Malton area including the development of city-wide as well as suburban arrangements under the Zombiecratic Charter of the United Suburbs of Malton for the maintenance of Zombie Law and Order.
ARTICLE 12
Any Party may choose to cease to be a Party by renouncing its signature here and informing the EAT Security Council, which will inform the Leaderships of the other Parties of the deposit of each notice of renunciation.
