This afternoon, I finally secured an interview with Keith Gallagher. The committee may recall that it was Gallagher who, having escaped the city through a sewer tunnel, first made public the quarantine situation. After submitting letters to several newspapers, in which he described the outbreak in detail, he went into hiding, fearing reprisal from the government. Due to a government-imposed media blackout, most of his account did not reach the public; what did, however, ultimately led to this investigation.

Gallagher was a Malton police officer stationed at the Dampney Grove Police Deptartment. He recalled that, in the earliest days of the outbreak, he took shelter at a tavern along with a number of survivors from the nearby NecroTech lab at the Topleaf Building. During a nocturnal attack, he was gravely wounded and infected—he claims to have been "killed"—and his next memory is of lying on a table, surrounded by a group of survivors which he did not recognize.

The survivors, according to Gallagher, belonged to the "Emerald Guard," a proactive group of Irishmen who provided aid to the city's survivors. Gallagher claims to have been revived with a substance called Agent 51, which he believes eliminated the viral agent incubating in his body.

Gallagher said that he joined the Emerald Guard that night, and remained with them for several weeks. He told me that, when he left the city, he had been escorting several other survivors as well. Who and where these survivors are, and why Gallagher was compelled to leave the Emerald Guard, he refused to tell me.

I implored Gallagher to submit to a few non-invasive medical tests for the benefit of the committee, promising that I would keep his whereabouts secret. Unfortunately, he declined.
