During the initial outbreak, a majority of the vehicles were left idling on the streets. Some of the people started to drive away form the city, but military forces opened fire on all cars trying to leave, and the infected were on them like a bunch of frat boys with too much beer. By the first day of the outbreak, only the military hummers were roaming the streets with their escorts, to “combat the hostile infected personnel" Damn “ Emergency Services”, with the airdrops supplying them with the fuel at the fort every so often. Even if some survivor got a car up and running, I don’t know what would be worse, a bunch of zombies rushing you, or the military killing you in your vehicle.
