It's an incomplet suggestion so i won't vote, but i like the idea of improving safehouses. Perhaps if you reduce not only the benifits, but the cost as well.
take Decorations as an example. All people have to do is search for the item they want, and install in their building.
There is no benifit, other then additional descriptive text for the building. Yet people spend great ammounts of effort decorating their strong holds.
Last christmass I spent the end of november, and all of december delivering real christmas trees to the resedents of Wyke hills. --Jack S13 T! PC 17:28, 21 July 2008 (BST)
