Background.

Zoopers entered Malton as a young combat medic, his unit sent to assist survivors in the quarantine zone. When it became apparent that he was never going to leave again, he fell into a bit of a depression. But it was when he watched his best friend and the rest of his unit get torn limb from limb by the walking dead that something snapped in the poor little guy's head.

All alone and unable to sleep through the moaning, his fear gave way to madness - he's never been happier. He crawled his way to Caiger mall and found himself some dress clothes. He wandered into the sporting good's store and grabbed himself a pool cue. He broke into a nearby mansion and stole a tophat. He changed his name to Zoopers, because he can't remember his real name and he lost his dogtags.

Zoopers is the executive officer of The Black Knights, and he takes pride in his work. He'll be the guy making loud speeches and giving out free drinks.
