Try to avoid non-open content on users pages. It's not really your place to edit out things like Axe Hack's banner as it's in his namespace(user: section). Users have the right to do pretty much whatever they want on their own userpages - see relevant policy. If I want to have 987 blinking purple swastikas on yellow background, I can have it, and you have no say into it. The best you could do is to try to ask nicely.
