There's a lot to like here. What's particularly good is the statement that involved users can't be arbitrators, and the multiple arbitrators idea. The advantages that I see of multiple arbitrators are...

• any strange or extreme views of a single arbiter would be diluted by the other two arbiters,
• if some of the participants aren't happy with the final decision, the blame will be spread around, making things psychologically/socially easier on the arbiters,
• arbiters will talk with each other about the case, providing a window into the reasoning behind the decision.
