In regards to your question on the Stickling Mall page, you have to use first-aid kits to heal infections. These can be found in hospitals, fort infirmaries, and (if you have the Shopping skill) Mall drugstores. They can also be found by randomly searching malls, but with a much lower likelyhood of being found.

As to your other question, Stickling Mall is kept at EHB (extremely heavily barricaded) because it's one of only 20 malls in all of Malton and thus a high-profile target for zombies. Access isn't permitted from directly nearby- rather, buildings around the mall are designated as "entry points" and kept at VSB (very strongly barricaded) to allow access. Access via this way requires the Free Running skill, and if you don't have that you're probably not going to get in. Don't worry, though, because everything that is found in the malls can also be found in other buildings across Malton.
