D.E.M Accused of Gross Negligence and Genocide


Thousands call for reform in face of rising crime rates, non-enforced fire codes and lack of basic city services including power, garbage disposal and water

RIDLEYBANK - In a hundred page report released Tuesday, zombie officials blasted the Department of Emergency Management Tuesday for failing to providing basic police, fire, medical, power and water service for Malton's citizens.

The report, culminating a six-month investigation by zombie groups into the D.E.M, suggests that Malton's judicial and emergency response systems have collapsed completely, and that the city is no longer capable of maintaining order or responding to any form of natural disaster. The report went on further to suggest that the D.E.M. has diverted its attention away from enforcing city ordinances and providing basic medical and fire protection, in order to instigate a campaign of genocide and hate against roughly half the city's population.

"Police protection in Malton has largely collapsed," said Ridleybank Resistance Front official Susa Tarah, cracking open the cranial case of a MPD officer. "Crime is now rampant throughout the city, with approximately half of the city's residents admitting to looting and robbing commerce stores on a daily basis. Even basic concepts regarding private property are no longer enforced as survivors simply break in from one building to the next. I can't even remember when the MPD has actually arrested a suspect, let alone secured a conviction."

Tarah noted that many repeat offenders, such as ZombieKiller47 who was observed to rob guns from Blesley Mall on Monday, have yet to be charged.

The report also called into question the Department's ability to prosecute crime, noting that MPD officers often failed to secure crime scenes and lacked basic evidence collection techniques.

"Typically,police departments will seal a crime scene and collect evidence for prosecution. For example, most murder scenes are wiped down for prints and DNA evidence, and the body is sent to an investigational lab for a full autopsy," said Jarah Czagar, throwing away a half chewed arm. "Does this happen in Malton? Nope, the Malton MPD will usually dump the body through a window without even attempting to determine the cause of death. How can you even expect to respond to disasters if your police department's solution to crime is to simply dump bodies on the street?"

The MPD was not the sole organization criticized by the report, as Malton's fire departments and hospital system also were chastised for failing to safeguard the city.

"Basic disaster management involves being prepared and ensuring that buildings are up to code" said Jim McGragh, head of the RRF's zombie-survivor cultural activities. "The Malton Fire Department has not enforced basic fire codes, such as maintaining barricade-free exits, in months. Many buildings in Malton are now almost impossible to enter or exit, with highly flammable objects blocking windows and doors. Rather than removing these death traps, we have seen firefighters stack more objects in front of doors. The entire organization should be arrested for attempted murder."

McGragh went on to note that the MFD was more interested in keeping food and shelter away from Malton zombies, representing about half of the city's population.

"It is outrageous that the D.E.M. feels compelled to deny shelter and service to half of our city's residents," continued McGragh, chewing on the mangled leg of a firefighter. "Most cities have homeless rates below ten percent. Roughly half of Malton's constituents wander the city streets, looking for food, shelter and hope. Its no wonder Malton's population keeps dropping if city officials allow corrupt and criminal organizations such as the D.E.M .to bungle basic city services."

Even some former D.E.M members have come forward to chastise the agency.

"I was an officer stationed in Roftwood for two months," said MPD Lieutenant Jill Thomas, looking anxiously at the RRF zombies holding her two children. "We were told to ignore crimes of theft and to turn a blind eye to murder. Instead our general routine involved patrolling our beat and shooting those found outside the barricaded buildings. Oh God, those poor zombie children. Oh God, I am so sorry."

Half of Malton's citizens now wander garbage-filled streets. The D.E.M. has refused to help the city's now sizeable homeless nor has taken responsibility for failing to provide basic police and fire service.

Zombie officials noted that similar abuses of power and a general lack of training existed in Malton's medical facilities.

"Proper medical care demands dedicated medical professionals and support from the city," said McGragh, throwing away a surgeon's empty brain case. "Does the D.E.M staff Malton's hospitals with dedicated doctors who have been certified and have undergone years of extensive training in treating pathology? No, they allow anyone to walk in, go up to a patient, throw a couple of bandages on and that’s that. I have never seen such a primitive state of medical care in which gunshot and axe wounds are treated by consumers attempting complex surgery with first aid kits and diesel generators. It's amazing anyone walks out of our medical system."

The report ended with a recommendation that the D.E.M step aside and abandon its duties, and that more qualified zombie-based organizations take on the mantle of protecting the city.

"The reality is that the zombie population remains the only group committed to keeping Malton safe," said McGragh. "Zombies have shown a commitment to ensuring that existing fire codes are enforced, that wounded survivors are relieved of their pain and suffering, and that murders and robbers are tracked down for justice. Zombies are the future of this city."
