Suggestion
While you are correct that it is not duplicate (Although it somewhat resembles the older suggestion), I suggest you don't place it back. You would have to restore all the old votes (minus the dupe votes, probably). Without doing so you would probably break some (un)written suggestion page rule, even though you might break it even even when restoring with all the votes. But if you restore it with the votes, it would qualify for spamination almost immediately. So, um, don't restore it.
