Regarding CORAM, as far as I know the group is still active — its wiki page has been updated in the past year by User:Lady Clitoria, so you should get in touch with her before attempting to "reactivate" it. The Coram News Network is, as far as I know, inactive, but its creator, User:Vapor, is, so you should get in touch with him regarding that one. As far as the wiki is concerned, groups are the property of their creator/last owner, unless that owner releases it to someone else (or to nobody/the public). If you aren't able to get in touch with either of them, or neither of them allows you to use their group(s)/name(s), your best bet is probably to create a new group with a new name. It was meant to be the mobile arm of the group CORAM but the idea never caught traction and shortly after that I left the group and joined FOD. I have no idea about the status of CORAM. It's been probably five years since I've been to the Coram building. If you'd like to do something with CNN, go for it.
