I am not a moderator and therefore have no say in what you can or cannot post to developing suggestions. But as I recall, there is no rule against working on developing multiple suggestions at once, just against submitting them for voting at one time. You can develop as many as you wish on talk:suggestions within reason (ie, don't spam the page with 10 suggestions).
