As you can see from this thread he has been causing trouble in Dulston, http://p4.forumforfree.com/pkerltdangle-vp2623-rcdc.html?sid=3cf59f72207c7a233139111d04a65cfd#2623 and he doesn't seem to be wearing the RCDC tag at the moment.
