The Will of the Populat
Article the First: That the Suburbs of Malton is the Sovereign Territory of the Exclave Republic of Independent Suburbs, subject to the law of said nation and only to the law of said nation.
Article the Second: That all laws and jurisprudence of other states shall not apply within the bounds of Malton.
Article the Third: That entry into the city of Malton by any who engage in the act of Bounty Hunting is as illegal and punishable to the full extent of the law, up to and including summary execution by firing squad.
Article the Fourth: That a copy of this declaration and these Rulings shall be made available for the people of Malton.
Article the Fifth: That nationals of the Exclave Republic of Independent Suburbs have the full protection of their nation behind them. Should any armed force of another nation or civilians thereof commit acts of violence on any member of the Populat, they will be prosecuted to the fullest extent of the law, regardless of territorial boundaries.
Article the Sixth: That criminal punishment and jurisprudence of the Populat shall be only administered by those granted the authority to do so by the President.
Article the Seventh: That in view of the risks presented by zombies and the other mutated denizens of Malton, the right of members of the Populat to bear arms shall not be infringed, nor shall the right of free scientific development be restricted.
Article the Eighth: That the Exclave Republic of Independent Suburbs shall have a standing army known as the Exclave Militia, to be used to police and protect the populat.
Article the Ninth: That information relating to the Exclave Republic of Independent Suburbs shall be posted to a group listing of the forums in order to edify the population of Malton.
Article the Tenth: That the Exclave Republic of Independent Suburbs shall document all slayings done in the name of the Populat.
Article the Eleventh: That the President of the Exclave Republic of Independent Suburbs shall, by the will of the Populat, be the leader and guide of the nation.
Article the Twelfth: That the President, in order to further protect the Populat of the Exclave Republic of Independent Suburbs and the people of Malton, shall be entitled to keep a list of enemies of the populat by his own decree, to stand equal in urgency to the enemies of the populat by preceding and succeeding articles.
Article the Thirteenth: That outsiders who seek to subvert or limit the authority of President and Populat shall be put to death immediately.
Article the Fourteenth: That all survivors of the Malton Outbreak whom are not citizens of the Exclave Republic of Independent Suburbs are to be terminated immediately in order to help cleanse the living population of Malton of those with Zombie Related Mutations. This is to preserve the future of all humanity and Malton.
Article the Fifteenth: That once the outbreak is under control, the citizens of the Exclave Republic of Independent Suburbs and the few other remaining living shall seek out proper treatments for their mutations to preserve the purity of the human race.
