Welcome, not so newbie
Well... It's a point of economy. We don't have any easy way to see who just registered, so we simply paste a template on each red talk page. Unfortunately we'll hit quite a few of older users who simply haven't had any conversations on their talk page yet, but if we didn't include them we would have to check each and every user quite a few times overall just to find the new ones. The time invested would be rather large. This way some older users will get a mistaken (and possible annoying) template, but only once And as over time all the old user will have gotten one, only new users would be tagged. A great time saver. As welcoming newbies is only done voluntarily by a few people (I'm usually not one of them) maintaining a fairly time-consuming method indefinitely instead of a quick fast way that is only inaccurate the first couple of weeks is just not really feasible. - Actually, i don't know about others, but i first check contributions before welcoming, it doesn't really take much time.
